1. [ instruction to DC = District Collector ] The Governor \ CM hereby orders DC that if any voter personally comes to Clerk ( designated by DC to maintain the voter list ), and submits a number of 128 digits or less, then then the Clerk will take that number, and enter that number in the voter list.

2. [ explanation ] The 128 digit number can be SHA2 hash of that particular voter's public key, or can be any number. If the voter registers the SHA2 hash of his public key, then any person across India / world can verify that voter's public key, obtained from any source, using this SHA2 hash. And thus, any person across India, can obtain opinions of this particular voter from any website or torrent, and also verify the opinion. The opinion can be opinion on a law-draft or appointments / expulsions in administration / judiciary / polity.

3. [ instruction to DC ] The number given by voter must follow following format --- 3 digits , followed by a dot, followed by three digits , followed by dot and so forth. And the last character must be a dot. All characters must be 0-9 or dot. And the last 6 digits must be simple additive checksum of all previous digits. And last to last 6 digits must be the last 6 digits of SHA2 hash of all the previous digits with dots excluded. If number doesnt follow this format, then Clerk will not enter the number.

4. [ instruction to DC ] DC will allow first registration for free. The citizen can later change the number. For the later changes, the DC will charge Rs 10 per change.

5. [ instruction to DC ] DC will publish the number to public on the website of DC along with voter-id and the name of the voter. The number will not be put in the print version of the voter list.

6. [ instruction to DC ] To reduce cost, the DC may ask voter to bring the number in USB drive and / or mobile phone and Clerk can transfer the file from the voter to Clerk's PC.

7. [ instruction to DC ] The Clerk will take picture as well as fingerprint of the voter. The voter must personally come to DC's designated office to register the number.
