Comparison amongst Land Acquisition drafts proposed by SoMoKe and RRG ---- why RRG proposed draft is far far less bad

ArKe / AAP has refused to propose any alternative draft. So their opposition to to LAB is only a piece of junk.

SoGa / Congress has proposed a land acquisition draft which is same as BJP , except one difference ----- when private company wants land, permission of "75%" "farmers" was needed in SoGa / Congress draft and NaMo / BJP / RSS draft doesnt need such permission. And NaMo's draft offers 4 times land price as compensation , whereas SoGa's draft offered 2 times the compensation.

SoGa's draft has provision for social audit which is class-1 nonsense.

Now lets see similarities between drafts of SoMoKe = SoGa / NaMo / ArKe
.
1. No permission of farmers is needed when land is acquired by govt unit or where govt owns 51% of shares. And no permission of citizens of district / state / nation is also needed.

2. Compensation in both drafts will go by circle rate , and circle rate i sometimes mere 20% of actual market price !!! In fact, I have come across cases where circle rate was mere 1/20th of market price !!! Thats because circle rate of agricultural land is taken at agricultural rates , which is often 1/20th of residential / commercial rates !! eg a plot of 1 acre at agricultural rates will be mere Rs 5 lakh per acre, while at residential rate will be Rs 1 crore to Rs 4 crore per acre and at commercial rate will be Rs 2 crore to Rs 10 crore per acre !!! So whether compensation is twice or 4 times, it is all nonsense given that circle rate is nonsense due to high volume of cash used in land deals..

3. SoMoKe have opposed law drafts needed reduce use of cash in land deals so that circle rate and real market rate reduces. This isnt today. Since the beginning of their political careers, SoMoKe supported land mafia and opposed law drafts needed to reduce cash in real estate deals. In fact, they have been opposing these law-drafts for past 3 life times.

4. In SoMoKe's proposals, there is NO provision for review by Jury and permission of citizens of district / state / nation etc.

5. In SoMoKe's draft , the Jurors cant raise compensation amounts

1. Land acquisition MUST seen iwrt to compensation. And compensation is linked with circle rates. Due to use of cash in land sales, there is huge difference between circle rate and actual price. We at RRG have proposed law-draft to reduce use of cash in land deal, which will make circle rates almost close to market rate. 2. The need of forceful land acquisition has increased because huge amount of urban vacant land is being hoarded by wealthy unproductive speculators cum land mafia. Solution I propose is wealth tax on land minus income tax and 15% of salaries paid to employees minus other credits. 5. And in RRG citizens of district / district / nation can cancel / accept the proposals. The priority order is CM -> PM -> citizens of district -> citizens of state -> citizens of nation . i.e.

.
(C) if a proposal is accepted by X and not cancelled by any Y above X , then proposal is accepted

But their consent isnt binding on CM , PM or citizens of district / state / nation. The concept of consent in land acquisition is pointless. If there is consent, then it is willful sale. Acauisition comes ONLY when there is NO willful sale. Besides, what is consent of "75%"? 75% of land owners? 75% of residents, even if they own no land? Will a person who owns 0.25 acre have same weight as those who have 20 acre? All these questions show that consent of land owners in acquisition is a pointless issue.

Wealth tax will DRASTICALLY reduce need of forceful acquisition, And the provision in RRG draft that citizens district / state / nation can cancel LA proposal will ensure that CM / PM are NOT catering to nefarious private interests.

All in all, SoMoKe's LA drafts are far far inferior compared to RRG. It is sad to see SoMoKe-andhbhagats supporting SoMoKe's drafts.
