Proposed electoral reform --- if a person gives affidavit to EC that he wont contest elections, then he cant contest for next 5 years.

Here is an electoral reform that supporters of Arvind Gandhi (adopted son of Sonia Gandhi) would love to oppose. A law should made that if a person gives affidavit to EC via collector that he wont contest election, then EC will not take his nomination for 5 years.

This way all the paid-activists , who initially claim that "they are not going to contest elections" can be either weeded out from day one , if they do not file such affidavit. And if they do file such affidavit, then they cant election as they promised.

IOW, this law will enable people to trust "non-political" activists.
