રિકોલ પ્રોસીજરો સસ્તી છે અને અસ્થિરતા નથી લાવતી, તે વિષેની જાહેરાત

ગેઝેટ એટલે પીએમ , સીએમ દ્વારા છાપવામાં આવતી અધિકારીઓ માટેની સૂચનાઓ. નાગરિકોને સરકારમાં જે પરિવર્તન જોઈતું હોય તેને અનુરૂપ લખાણ ગેઝેટમાં છપાવવું જરૂરી છે. હવે રાઈટ ટુ રિકોલ એટલે શું? દાખલો આપુ. માનો આપ ૧૦૦ લેબરની ફેક્ટરીના માલિક છો. અને સરકાર કાયદો કરે કે પાંચ વર્ષ સુધી આપ એકપણ લેબરને કાઢી નહિ શકો. તો લેબરમાં ગેરશિસ્ત શું ઘટવાની? ના, ગેરશિસ્ત વધશે. હવે પશ્ચિમમાં નાગરીકો પાસે ન્યાયમૂર્તિ, સીએમ, પોલીસ કમિશ્નર વગેરેને બહુમતીથી કાઢી મૂકવાની યાને રાઈટ ટુ રિકોલ ન્યાયમૂર્તિ, સીએમ વગેરે પ્રોસીજરો છે. જયારે ભારતનાં ગેઝેટમાં આવી પ્રોસીજરો નથી. ભારતનાં ગેઝેટમાં રાઇટ ટુ રિકોલ પીએમ અને અન્ય પ્રોસીજરો છાપવામાં આવે, તો કૌભાંડો અને અપખુદશાહી ઘટે. શહીદ ચંદ્રશેખર આઝાદે ૧૯૨૫મા કહ્યું હતું કે – “જે ભારતની અમારે સ્થાપના કરવી છે, તેમાં ‘રાઇટ ટુ રિકોલ’ રહેશે, કેમકે ‘રાઇટ ટુ રિકોલ’ વિના ઈલેક્શન એક મજાક છે”. પણ ‘રાઈટ ટુ રિકોલ પીએમ’ ના વિરોધીઓ જેમકે પ્રણવ મુખર્જી, સુબ્રમણીયમ સ્વામી, અન્ના, કેજરીવાલ વગેરે કહે છે કે ‘રાઈટ ટુ રિકોલ પીએમ’ અતિ ખર્ચાળ છે અને અસ્થિરતા લાવશે. તેઓની આ જુઠ્ઠી દલીલનો જવાબ આપવા હું આ જાહેરાત આપુ છું. હવે મેં સૂચવેલ ‘રાઈટ ટુ રિકોલ પીએમ’ની પ્રોસિજરનો ટુંકસાર નીચે મુજબ છે :-
1. જે નેતાને પીએમ બનવુ હોય તે ડીપોઝીટ આપી નામ નોંધાવે
2. કોઇપણ દિવસે નાગરીક-મતદાર તલાટીની કચેરીએ જઈ રૂ ૩ ફી આપી ૧ થી ૫ નેતાઓને સ્વીકૃતિ આપી શકશે. તલાટી સ્વીકૃતિઓ કોમ્પ્યુટરમાં એન્ટર કરી નાગરિકને પહોંચ અપાશે. અને નાગરીકનું નામ અને તે નાગરિકે આપેલ સ્વીકૃતિઓ કલેકટરનાં વેબસાઈટ પર આવશે.
3. નાગરીક કોઇપણ દિવસે આપેલ સ્વીકૃતિઓ બદલી શકશે. (આમ જો કોઈ નેતા કરોડો નાગરીકોને પૈસા આપી સ્વીકૃતિ અપાવાનું કહશે, તો નાગરીકો તેને સ્વીકૃતિ આપી, પૈસા લઇ, બીજે દિવસે સ્વીકૃતિ બદલી નાખશે; અને આમ તે નેતાએ નાગરિકોને સ્વીકૃતિ ખરીદવા આપેલ તમામ રુપીયા પાણીમાં જશે. )
4. પીએમની સ્વીકૃતિનો આંક તેને ટેકો આપતા સાંસદોને મળેલ મત રહેશે
5. જો કોઈ નેતાને ચાલુ પીએમની સ્વીકૃતિ કરતા ૧ કરોડ વધારે સ્વીકૃતિઓ મળે તો તે પીએમ બની શકશે.

દા.ત. મનમોહનસિંહ ને ૨૯૫ સાંસદોનો ટેકો છે, જેમને ૧૭.૫ કરોડ મત મળેલ. તો આ પ્રોસીજર ગેઝેટમાં છપાયા બાદ, જો કોઈ નેતાને ૧૮.૫ કરોડ નાગરીકોની સ્વીકૃતિઓ મળે, તો તે નેતા પીએમ બની શકે. આમ, આ પ્રોસીજર ગેઝેટમાં છપાયા બાદ નાગરીકો ઈચ્છે, તો કોઈપણ ‘વધારે-માન્ય’ નેતાને સ્વીકૃતિઓ આપી ૨૦-૩૦ દિવસોમાં પીએમ બદલી શકશે. ખર્ચો: તમામ ૭૫ કરોડ મતદારો સ્વીકૃતિ નોંધાવે તો પણ ખર્ચો ૨૫૦ કરોડથી ઓછો આવશે, જે કોભાંડોની સામે મામુલી છે.
સ્થિરતા: અમેરિકામાં ૮૦૦ માંથી માત્ર બે સીએમ (ગવર્નર) રીકોલ થયા છે. કેમ માત્ર બે? કેમકે રિકોલ આવવાથી અધિકારીઓનું વર્તન સુધારે છે, અને એટલે રિકોલની જરૂર ઓછી પડે છે. આમ રીકોલથી અસ્થિરતા નથી આવતી.

Gazette means instructions printed by PM or CM to the officers. If citizens want a change in Govt, that it is must that they print a corresponding draft in the Gazette. Now what is Right to Recall. Let me give you an example. Say you have 100 laborers in your factory. And govt makes a rule that you cant expel anyone for next 5 years. Then will the indiscipline decrease? NO. It will increase. Same way, citizens in West have Right to Recall judges, Chief Minister, Police Chief etc. Whereas Gazette in India do not have any such procedures. If such Right to recall procedures are printed in the Gazette, then corruption and dictatorial attitude will decrease. Shahid Chandrashekhar Azad in 1925 had said that "in the India we want, citizens will have Right to Recall, because without Right to Recall, elections will become a joke". But people who oppose 'Right to Recall PM' such as Pranav Mukherjee, Subramanian Swami, Anna, Kejrival say that Right to Recall PM is very expensive and will cause instability. To answer to their false arguments, I am giving this newspaper advertisement. The Right to Recall PM procedure I have proposed is as follows
1. which ever leader wishes to be PM can register his name after paying deposit.
2. Any citizen can go to Patwari (Talati, Village Officer) office, give Rs 3 fee and approve 1 to 5 leaders for the position of PM. The Patwari will enter the names in his computer and give a printed receipt. And citizen's name and his approvals will come on website of Collector
3. A citizen can change the approvals any day. (So if a leader pays crores of citizens money to approve him, then citizens can approve him, collect the money, and next day change the approvals. And so all the money spent by that neta will go down the drain)
4. the approval count of PM will be equal to votes obtained by MPs who have supported the PM
5. if any leader gets 1 crore more approval than approvals PM has, then that leader can become PM

eg Manmohan Singh has support of 295 MPs, who in may-2009 election got 17.5 crore votes. So if above notification is printed in the gazette, and then if any leader gets 18.5 crore approval, then he can become PM. Thus, using approval filing, citizens can appoint "more-approved" leader can become PM within 20-30 days.
Expenses: Even if all 75 crore voters of India file approvals, then also, cost will be below Rs 250 crores which is nothing compared to scams.
Instability : In USA , out of 800 Governors, only 2 have been recalled. Why? Because RTR improves behavior and so need to recall rarely aries

The procedure has 9 clauses and entire draft is given in rahulehta.com/pm.pdf . No expert has been able to say that any clause violates any article constitution. By printing such procedures in gazette, citizens will also be able to expel corrupt Suppeme Court judges. And by printing provision for narco-test in public, citizens will also be able to locate the banks accounts where they have hidden the money. eg all leaders and contractors who are involved in coal-scam and 2G scam should be made to undergo narco-test in public. And thus corruption will reduce.
