Sabha vs Jury ; Sabha and Jury

Sabha means public gathering of ALL citizens at one place at one day. Jury means selection of 12-1500 voters at random form the citizens' list. Sabha of more that 5000 voters is impossibility. So if a nation has population of say 1 crore, then one sabha isnt possible. There will be some 1 crore / 5000 = 2000 sabha of 5000 voters each.

Consider two identical societies A and B. . Say A uses Sabha and B uses Jury henceforth.

Say country A uses Sabha to decide all criminal / civil cases . i.e. all 10-20 cases which have come up in the week will be put before the sabha on the day of Sabha , and will be decided on same day or within 2-3 sabha meetings by ELDERS in sabha or chosen heads in Sabha , but in front of all citizens residing locally. And Sabha can meet only 4-5 times a month and not more. At the end of 1-4 meetings, the elders will decide punishment or acquittals.

And say country B uses Jury. So for each case some 12-1500 citizens are chosen at random. And the conduct hearings on day to day basis. Some hearings will go for 2-3 days, some may go on for 10-15 days and some may go on for 2 months. And the end , the Jurors will decide punishments or acquittals.

What differences country-A and country-B will have over a few decades and few centuries?
