Paid academicians in PCT = Public Choice Theory DO NOT want to discuss what procedures should be used to in courtrooms (judge system or Jury System) because Jury System woins hands down. And so paid academicians in PCT want to confine to voting systems other than range voting.

Every academician is a paid academician. Just as every historian is a paid historian, every economists is a paid economist and every mediaman is a paidmediaman.
.
(Please EXCLUDE academicians in sciences , engineering, technology, maths, medicine etc)

There is field called PCT = Public Choice Theory which deals with procedures Govts and Public can use to decide choices Govts have to make.
.
Please google on scholarly articles in the field of PCT.

You wont find even one article comparing judge system vs Jury System , and articles on how judges / Magistrates should be recruited. Why NOT? And there are endless articles on voting system , and here too, they ignore range voting and confine to preference based voting system. WHY?
.
Because no matter how much math you apply, judge system proves to be far far inferior Jury System. 
.
And when it comes recruitment of large number of govt employees , only uitable procedure is written exam with no interviews or with randomized interviews. 
.
And finally , they avoid range voting because ALL voting system are inferior compared to range voting, and range voting doesnt have flaws known in all preference based voting system. 
.
So please google in PCT = Public Choice Theory , and please also meet "experts" in these fields. And pls ask them which procedures do they propose to resolve 3 crore pending court cases in India. And you will see that they all draw a blank !! That alone will speak volumes on uselessness of the 1000s of "scholarly papers" they have written.
