Most criminal actions of humans are never reaction to any action. They depend only on the "anticipated reaction". Those who support action-reaction theory need a dose of common sense. And "anticipated reactions" depend on their observations of near past and prevailing laws.
Let me explain.
Why do criminals like Harshad Mehta, Telgi, Ketan Parikh crimes? Their crimes are NOT reaction to any action such as "injustice done to them in childhood". They are result of "anticipated reaction". These criminals know that by paying away 15% to 20% of their gains to Ministers, IAS, IPS, High Court judges and Supreme Court judges, they can get away. This was their observation as well as analysis. And so they committed crimes.
Likewise, why did criminals in Bangalore and Pune threaten NE people? Because criminals in Pune they knew that they can bribe Congress Ministers in Pune, Congress MLAs in Pune, IAS, IPS, judges and walk away. And the criminals in Banglaore knew that they can bribe BJP Ministers, BJP MLAs, IAS, IPS and judges and walk away.
And why did NE people walked away and did not stay? Because chances of them becoming victim were high. Why high? Because they knew that corrupt Conmgress Ministers, corrupt BJP Ministers, corrupt Congress MLAs, corrupt BJP MLAs, IAS, IPS and judges will take bribes from criminals and let them walk away, and so criminals will come back and hit more people. And also, more and more criminals would join the beatings. eg say a criminal beats NE guys. If Ministers, IAS, IPS, judges promptly imprison him, he will beat fewer people and rest criminals will restrain themselves. But the corrupt Ministers, IAS, IPS will take bribes and let criminal walk away and so anticipated number of beatings would be sky high and so everyone felt threatened.
Same way, why did the criminals in Azad Maidan burnt vehicles and ranscked Shahid Smarak? Because they all knew that hey can bribe congress Ministers, congress MLAs, IAS, IPS, judges and walk away. And just look at the fact --- the two criminals who ransacked shahid smarak are not even yet arrested !! I dont know how much bribe Police Chiefs in Mumbai got to delay the arrest. Any guesses are welcome.
The corrupt Congress Ministers and corrupt IAS/IPS are now working round the clock to explain that criminals in Pune and Bangalore threatened people due to images on some stray website. This is utter nonsense. The criminals threatened NE people because they knew they can bribe their way out.
Next, when some Gauwahati like molestation happens, they will blame some porn movie on web. Next when Bangladeshies in Asam kill 1000 Bodoes, they will blame some youtube video.
Passing criminal actions as reaction to some websites only benefits corrupt Ministers, corrupt IAS, corrupt IPS and corrupt judges, and no one else.

So why does this perception that "criminal actions were reaction to website" is carried on endless in paid-media such as paid-Indian-Express, paid-TOI, paid-Hindu-newspapers , paid-India-Today etc? Well, because they too get payments from these criminals to pass away their criminal action as reactions.
The short-term solution I see is activist-paid-advertisemen
