The IAS etc do have dress code when they are meeting political apex Ministers in PUBLIC . The dress code is sometimes written and often communicated orally , but uniform guidelines exist across India.

And if specific Collector IAS thinks that his rights are being trampled , then he MUST resign immediately as a protest. And if anyone thinks that that collector's fundamental rights are being trampled , then please PUBLICLY advice him to resign mediately as a protest.
