I use , and request all to use, different language in orders we ask voters to send to MPs via SMS
.
The SMS I propose is as

Dear MP , after you receive this internet link from MAJORITY of voters from your area, I order you to print the TCP-draft in Gazette. The draft is as explained in http://tinyurl.com/PrintTCP .

And pls set up SMS receiving server which publishes the number of voters who have sent this link. And server should send ask number to each voter who sends order via SMS. The server may or need not publish the voter-id.

IOW , the word MAJORITY makes it clear that order will be applicable only when MAJORITY sends this SMS.

And the SMS also makes it clear to CITIZEN and activist that he has to work to get majority.

And SMS also makes it clear to MP that he needs to make an SMS server.

IMO, all SMS we send should have above format.
