IMO, the best teacher is war. And IMO, the second best teacher is competition in market where each supplier has invested his OWN money (not bank loans).
.
And IMO, the third best teacher is courtroom which at the end of the trial is going to issue a sentence on acquittal or fine / imprisonment / execution.
.
IMO, the forth best teacher is open competitive exam , where anyone can appear.
.
The fifth best teacher is desire to learn and self learning using non-human sources such as books aka Eklavya
.
And so called teaching by human teacher aka Dronacharya is the least and last important teacher.
.
So best teachers IMO are in following order
.
1. War
.
2. Open competition where each supplier is putting is own money and not bank loans
.
3. courtrooms which finally acquit / punish
.
4. Open competitive exams
.
5. Desire to learn
.
6. Teaching by a human teacher

Sadly, war can only be studied and prepared for, cant be replicated even once. So preparing for war, or adding strengths that would postpone war is best teacher as far "learning from war" goes.
.
"Open competition between suppliers where no supplier is bank financed" can be achieved by printing appropriate law-drafts. The first law-draft would be that banks should be FORCED to confine to fund storage and transfer , and selected loans like education, housing, medicine etc and banks should be PROHIBITED from giving loans for industries , business and commerce. The bank finance supplier ALWAYS has mentality of "what goes of my father is business dies --- it is bank's money and not mine". And so he is always inefficient compared to self financed supplier. But the bank loans give him and edge and enables him to defeat the self financed supplier. And so efficiency of suppliers goes down !!!
.
When each supplier is self financed , he is best as learning and also teaching his employees. The employer knows that it is in his long term LOSS if employees learns !! Because a learned employee is now in position to get better employer. And worse, a learned employee can also become a competitor !!! But it is in his short term interest that employer makes the employee least inefficient. And so employer is the best teacher --- may be a harsh one,
.
The court acquits or punishes. So every person while taking action in any society always keeps court in mind. The court doesnt come in end --- it always comes as the FIRST point in any businessman's plan. Whatever business / industry / crime he plans, his FIRST thought will be how courts will act on his plan, and second thought will be how market aka buyer / seller will act.
.
The open competitive exams make learning an ego issue and propels a student to spend time in learning and less time in sports , music , movies, entertainment, gossips etc. In absence of open competitive exams, a student will spend more and more time in entertainment and lesser in learning.
.
The desire to learn may be kept first. But it isnt,, because it comes from first 4 factors. In most case, the desire to learn will come ONLY if a young student of say age 6-18 years sees that amongst those who are 25 years to 80 years old, those who spent time in studying are ahead of those those did not !!! If it is opposite, then desire to learn will decrease. And any amount of lecturing aka bhashan will not help. A person learns more from what he actually sees than what speeches aka bhashan he hears.
.
So if one wants students to learn, he should NOT spend time giving bhashan aka speeches to students. Instead he should try to reduce inefficiencies in laws which repeatedly favour less efficient over more efficient. Then only, students will learn to appreciate efficiency and then only will the have desire to learn.
.
And the biggest factor which increases the desire to learn is teaching importance of war, and how learning reduces the possibility of defeat in war !!!
.
And last factor is IMO human teacher. The human teacher cannot convince student to learn. That will depend on factors (1) to (4). The teacher can impart information / skills only when factor (5) is present i.e. student is willing to learn. If student is not willing to learn , then effort of teacher is only "water over stone".

So only way to improve education in India that I see are :-
.
1. Inform all students importance of war, and how maths / science / courts play important role in avoding a defeat in the wars
.
2. Print law-drafts that reduce inefficiencies in the market. The biggest inefficiency is due to bank loans. Next is tax laws like VAT , excise, GST , sales tax, CST etc. They should be removed and replaced by (WEALTH TAX minus income tax paid minus 15% of salary paid minus credits)
.
3. print law-drafts to reduce role of corruption, nexuses and nepotism. The law-drafts I suggest are --- JurySys , RTR-judges etc
.
4. Start open cempetitive exams from class-2
.
5. Steps in (1) to (4) will increase desire to learn.
.
6. Link salary of teacher with students' performance in monthly exams. See satya system in chap-30 of rahulmehta . com/301.htm .

Simply blowing away money on education and salary of tyeachers is no solution.
