Necessity is NOT sufficient for invention / supply.

Demand is NOT enough to create a supply ---- supply requires good administration / court system which will ensure minimal harassment to factory owners AND protection of his wealth

Since 10000 BC to now , all kings / regimes across world across time has been warring against each other. European kings were warring with European kings between 2000 BC AD to 1750 AD and even later , and Indian kings too had been warring against each other from 600 BC to 500 AD , and from 500 AD to 1800 AD and even after.And same for all parts of world such Middle East Asia, East Asia, Central Asia and Far East Asia.

So there was ALWAYS a huge demand for better weapons in Europe , Middle East Asia, Far East Asia, East Asia and Central Asia.

And so across time, across regions , there was huge demand of weapons.
.
So if demand was sufficient , then all kings / nations created unending demand for weapons. But not all regions could create supply.

Lets divide world into following areas
.
1. Europe (including USA after 1700 AD)
.
2. MEA = Middle East Asia --- Turkey to Iran
.
3. East Asia --- India to Burma .
.
4. Far East Asia --- China , East of China, Japan
.
5. Central Asia
.

Between 600 BC to 300 AD , the weapon creating ability was as
Europe > MEA = EA
.
Alexander had much better weapons because of which he could come all the way to Iran / Afghanistan and some Yamuna. His successor Demetrius who had ruled over Iran defeated Ashok's great grandson's Brihadratha Maurya in 180 BC. Demetrius's army entered Patna , but had to later retreat.

All that was because Europe had invented following weapons
.
1. cheap tough leather ---- which enabled soldiers to cover their full body, and also cover their horses'
.
2 Longer spears ---- because of better knvies. Greeks had spears of length 12 feet to 16 feet to 18 feet.

3 Siege towers
.
4. Catapults
.
And many more such weapons

Between 600 AD to 1400 Ad , Arabs and Middle Easterns , and Central Asians such as Mugals had better weapons. eg cannons, seige towere stc.

So they could conquere whole of India , and some 1/4th of Europe. Arabs had conquered Spain and Portugal and later Turks could conquer Greece, Hungary etc

From 1400 AD to now, Europeans (and now USA) have made better weapons. eg Robert Clive in 1757 had better cannons , because of which his army of mere 4500 Indian soldiers (and only 150 European soldiers) could defeat Siraj ud Daula's army of 70000 to 120,000 !!! And laterm in 1857, British defeated Indian Kings because British had rifles which Indian Kings didnt have.

So all along, demand for weapons was there. It is NOT that Indian Kings had no demand for weapons that Alexander had, and Europeans Kings had no demand for weapons such as cannons which Arabs had.

All kings / nations always had demand and wish to have best weapons available in the world, and all weapons that the enemy had.

But some nation could make these weapons , while most could not.

And the reason was NOT necessity or demand.

Why is that some nation could make weapons while many nations could not make weapons?
.
IMO , the reasons is --- to make weapon, the society needs STRONG officers / policemen / courts which to protect the wealth of factory owners and at the same time need to ensure that these strong officers / policemen / courts DO NOT robbing away the wealth of the factory owners !!!
.
And here is here administrative - court procedures become important. The administrative procedures enable officers / policemen / courts to protect wealth as well as stop them from usurping their wealth via bribes / fines.
.
And (1) RTR / Jury etc have proven to better administrative / court systems than (2) Jury with no RTR , which has proved to be better than (3) Sabha aka gathering with no Jury, which proved to be better than (4) recruitment by written exam , which is better than (5) oligarchy of unmarried with no business, which is better than (6) oligarchy of married with businesses.

So all in all , my point is --- demand aka necessity for weapons has always been there in all countries across world across time. So demand aka necessity is non issue. The difference in capability of making weapons came due to difference in administrative / court procedures different countries followed.
