Of the 5 ---Minister, babu , MP , engineer/doctor, judge , which is the LEAST useful i.e. most useless?

Consider all persons in Govt (minus Military / Police). They can be divided into 5 broad categories
.
1. Ministers --- who supervise engineers / Babu
.
2. Babu--- persons who run general administration
.
3. Engineer / doctor --- who do SPECIFIC technical tasks --- the category also includes technicians , slightly specialised labor etc. eg Railway engineers, construction supervisors
.
4. MP --- representative , such as MP, MLA, Corporator etc who dont have any specific task with them but do general task of representation
.
5. judges ---- they too dont have any specific technical task at hand but give rulings on disputes
.

Of these 5 categories of pereons in Govt (Govt - Military - Police) , which IYO is least useful. Please write a full notes explaining your views
