Role of Shivaraj Singh Chauhan in Vyapan ---- he deliberately didnt improve procedure so that scam can go on. Why? So that his juniors can do smaller scam. Why? so that his juniors would let SSC do larger scams like land scams !!

Many times, small time PSI / PI collect hafta from small time liquor dealers etc and other small time criminals. The Police Commissioner gets no cut in it. Then why does Police Commissioner let this hafta go on? This is to ensure that PSI / PI would turn blind eye to scams of Police Commissioner !!

The deal is --- I let you run your scam, you let me run my scams !!!

IOW, seniors let juniors run scam so that juniors will keep shut on scams of seniors.

Thats how Vyapam grew.

Many problems of Vyapan were known and solutions were know. .
eg
.
1. Impersonation --- X has to give exam and instead of X , Y appears to give exam. Y is some scholar . Solution? Simple. Take finger print of Y on attendance sheet as well as take finger print in finger print scanner. Also take pictures of candidates in examination halls as well.

2. Replacement of answer sheet ---- SOLUTION : reduce time between examination and paoer checking.

3. Medical colleges had management quota --- ban them
.
4. And from what I hear, THIS IS SERIOUS !!! ----> Seats of merit students who take admission, but later drop out , were added to management quota !!!

Madhya Pradesh has law-draft that (a) say a student has passed PMT (b) say he has taken admission in a college (c) and he drops out after admission and gives affidavit that he drops out , THEN, his vacant seat is added to management quota.
.
No management can LEGALLY ask a scholarly student to take exam, take admission in merit quota and laterdrop out. The management can add the seat to management quota, and earn Rs 25 lakh to Rs 50 lakh !!!

Now, I need to check all details. This is what I hear, I am not sure the extent to which this was done.

Solution to above is simple ---- print law-draft the vacant merit seats must go to next student in merit !!

So all in all SSC allowed all this scams so that his juniors can benefit from this, and SSC can focus on mega scams like land scams etc.
