Finished several pages of "Clash of civilization"

My conclusion ---- there is basically casl of administrative / court systems , to manage their temples, lands, taxes, punishments etc
.
The clash of groups will be nominal if both groups follow same adnibistrative procdues.. Because in such case, strength of groups will be same. And so they will reduce fight.
.
But if groups are following different administrative procedures, then if one set of procedures is "better' i.e. making stronger. then one group will become stronger than other and clash will start.
.
The weaker group has two options ---- adopt better procedures or the stronger group wll either enslave, exterminate or assimilate the weaker group.
.
And which administrative court procedure increase strength? IMO, the ones which reduce benefit that nexuses can fetch.
