How law-draft like Preferential voting system reduce mess like Jayalalitha

Number of fanatic supporters of JL are less than 1%, which is high. And number of non-fanatic supporters are very high --- say 35% to 55% of TN voter population. Why do such corrupt leaders have such following?

The reason is --- many rightly or wrongly see other WINNABLE alternative as worse. And they see better alternatives as NON-WINNABLE
.
Solution?

Solution I propose is Preferential Voting System
.
Say voter has 5 preferences to give.
.
In preferential voting system, the voter can give first 4 preferences to the alternatives he thinks are least bad --- be winnable or non-winnable.
.
And he can give last preference to the winnable alternative he thinks is least bad.
,
So when results comes, the NON-WINNABLE alternative will get highlighted first few rounds, though they may lose in final round.

But in next election, they will get more votes and eventually become winnable and thus may get ,more votes, and may win.

IOW, Preferential Voting System reduce the problem of oligopoly of the leaders.

Pls note that SoMoKe have always opposed PVS. And so supporters of SoMoKe have also opposed PVS. If campaign for PVS grows, then SoMoKe , CoBhAp etc will run usurp credit. But till then , they will oppose PVS.
