Why do citizens pass a law in referendum , and same citizens in Jury to punish the people who "break" that law?

Many times,it has been seen that citizens enact law via referendum and same citizens when are called in Jury refuse to punish the accused who have "broken" the "law". And later, a second or third referendum cancels that law.

Some examples are ban on drug, liquor, commercial sex etc. Many times, referendums on such issue create law-drafts which ban these thinjgs. But when same citizens who voted YES in referendum are called in Jury, overwhelming majority of Jurors refused to punish those who used drugs, liquor or commercial sex..
