How is NaMo enabling telecom companies to raise internet / phone charges?

Internet / mobile phone etc charges are rising and raising.

And the secret is --- NaMo is refusing to improve BSNL to a point that private companies will be forced to reduce charges.

SOLUTION?
.
Solution I propose is Right to Recall over BSNL Chairman, Jury System over BSNL staff, JurySys in all labor / factory and all disputes , RTR Telecom Minister, JurySys over Telecom Ministry staff etc
.
This will improve BSNL , reduce prices and force all private companies to reduce prices
