The death setntence was annouced on some date in 30-sep-1930

He was murdered on 23-mar-1931

14-feb-1931 was date on which his mercy please petition filed by Madan Mohan Malavia was rejected --- a rather insgnificant date.

IOW, 14-feb has NO connection with Mahatma Bhagat Singh

Added later ---- I used the wod "insignificant" because Congress was never sincere about that mercy plea. And British had made it clear beforehand that they will not do any pardoning, Also British Privy Council i.e. their supreme court had insisted on hanging Mahatma Bhagat Singh, And so Viceroy had no power. And he had no intention either.
