Gujarat SEC = State Election Commission puts vote-counting day for large cities three days BEFORE voting day in villages and small cities, so that results of cities can effect voting of villages !!! What is the motive of Gujarat SEC Chief? And why did State CEC Chief postponed Municipal Election? SOLUTION I propose --- RTR State Election Chief. Pls see last para details.

1. Gujarat State Election Commission put voting date of villages 3 days AFTER result date of big cities. WHY?

Normally , when central election commission holds election in say two or three or four states together, then each state will have separate voting date, but vote counting date for all sates will be same. The vote counting will start ONLY after voting has ended in all states. This is to ensure that results of one state doesnt effect voters' preference in other states.

voting date in 6 Municipal Corporation Cities (*) ---- 22-nov-2015

vote counting dates for above cities ---- 26-nov-2015

voting date in all small cities and villages --- 29-nov-2015.

vote counting dates for above cities ---- 2-dec-2015

(* six municipal cities are --- Ahmedabad, Rajkot, Vadodara, Surat, Jamnagar, Bhavnagar )

IOW, the results of cities can effect voters preferences in villages and small cities

WHY has SEC taken such step? BJP leaders believe that they will do better in large cities , and so their victories in large cities will make voters in villages etc prefer BJP over others. But why should SEC chief bother what is good for BJP and what isnt good for BJP?

My allegations are --- SEC Chairman got bribes from BJP leaders to put such dates !! Otherwise, if SEC was neutral,. he would have kept same vote counting dates for ALL regions.

2. Why did Gujarat SEC postpone Municipal Corporation Elections?

Likewise, lets see motives of why State Election Commissioner posponed Municipal Elections. The elections were held on 12-oct-2010 . So election due date was around 12-oct-2015. But State SEC postponed the date. At first, excuse given was some stay order given by supreme judges. Now, Gujarat SEC says that there was NO stay given by supreme judges !!!

The reason was --- BJP leaders wanted to keep Municipal Elections AFTER Bihar election ends, and after anti-reservation temper cools down !! Because anti-reservation stir could have reduced vote base of BJP. And if anti-reservation temper was high ,then many more would have filed as independents and cut BJP votes. And a loss in 6 municipal cities could have damaged BJP in Nihar. Whereas , victory of BJP in Bihar will benefit BJP in Gujarat Municipal polls. And a marginal loss of BJP in Bihar will have no impact in Gujarat Municipal polls. In Bihar , BJP will win landslide, and even if BJP loses, it will be by a small margin. And so putting Municipal elections AFTER Bihar polls again benefits BJP, because it maximizes gains and minimizes the losses. And SEC puts Gujarat Municipal Elections AFTER Bihar poll's verdicts come out.

But WHY has SEC taken such step? But why should SEC chief bother what is good for BJP and what isnt good for BJP?

3. Why Gujarat SEC opposed the proposal to put NOTA button on EVMs?

Again, this time, BJP fears that more BJP voters will hit NOTA than Congress voters. Because anti-reservation stir has made many BJP voters anti-BJP , or less pro-BJP, whereas Congress voters have remained pro-Congress as before. So NOTA this time is more likely to damage BJP.

But WHY has SEC taken such step? But why should SEC chief bother what is good for BJP and what isnt good for BJP?

Solution I propose is NOT some nonsense like "Janlokpal with NO Right to Recall Janlokpal". The solution I propose is that we activists should force MLAs / MPs to print "Right to Recall State Election Commissioner" law-draft in the Gazette. So that if Election Commissioner misbehaves the way he does, the voters can expel such SEC Chief.

Replacing leaders of one party by leaders of other party such as AAP is non solution. In past, Congress leaders misused their powers over Election Commissioners. This time, BJP leaders are doing so. And if we replace them by AAP leaders , they will also do the same. So replacing leaders is non-solution. Pls dont waste time on such proposals.

The solution is RTR , by which citizens can replace Election Chiefs etc WITHIN DAYS if they misbehave !!!
