If USA has "best" laws, then who are African American mistreated in USA and why do Jury impose high punishments on African American?

I often get question that is "if JurySys is so good, then why are African Americans treated so badly", etc etc,
.
This status is to answer all all such questions --- i.e. "why do evil exist in USA"?
.
First, JurySys , RTR , Multi-election, referendum --- each system , is a "sub system". The system is sum total of ALL sub-systems , such as banking sub-system , federal election sub-system etc etc.
.
Second, I have never said that USA has "best' laws. I have only said that USA has far far less bad law-drafts than India has. That can be compared on law by law basis, and sub-system by sub-system basis
.
But still, this doesnt answer question like "why are African Americans mistreated in USA despite JurySys".

My answer is --- Jury System is a just a sub system and it operates along with 10s of other sub systems such as Banking System (or rather Banking Subsystem) and Federal Govt System (or rather Federal Govt Subsystem). And so forth, And JurySys works amongst these other systems
.
Now Banking System and US Federal Govt (a) doesnt have multi-election (b)doesnt have RTR (c) has very weak JurySys and (d) doesnt have referendum. The reason why USA has become far far better and stronger country than all countries in world put TOGETHER is because USA has (a) multi-election (b) RTR (c) JurySys and (d) referendum. But these 4 law-drafts are ONLY at State / District levels and NOT at Federal level and not in Banking System.

So US Banking System has become a leech which sucks US citizens. A big part money collected is kept and wasted by Bank owning elitemen. And a big part is re-invested in economy via share market and also into start ups. So educated Americans lose money in banks, but gain back via higher salary that comes due to investments. But less educated americans lose and dont gain anything back.

Now African Americans are less educated , and so they get looted by Banking System but dont gain anything back. So poverty is higher. And so crime is higher. The Jurors have NO way to fix Banking System, as there is no referendum system at Federal Govt level in USA. The Jurors have to only decide whether person committed crime or not. The crime rate is indeed higher in African Americans, and so Jurors impose higher punishment on them. This is NOT due to any discrimination , but simply out of real facts that come before Jurors.

Also, immigration hurts African Americans more than others. Again, immigration being a Federal Law cant be fixed by voters as there is no referendum system at Federal level.

IOW, Jury System reduces the unfairness inside courts, but it cant fix the damages that Banking System , Immigration Laws etc are doing on African Americans. Banking System and several Federal Laws create immense damage on African Americans. So poverty in African American is high. So crime rate is higher, So Jurors impose higher punishment on them --- not out of bias, but simply out of facts that come before them. The same Jurors in 1850s to 1870s, used to declare African American slave as freeman and used declare slavery void despite slavery laws (pls google on Fugitive Slave Law). And back then , Jury used to be all white Jury. But they opposed slavery.

SOLUTION to miseries of African Americans ?

IMO, we in India really should not talk about solving problem of USA. We should first at least make India as less bad as USA before giving advises, Whatever one says about conditions of African Americans in USA, it is far far LES bad than conditions of Dalits, Tribals etc in India, and it is far far less bad than condition of Africans in Africa !!! We giving advice to Americans on how to fix America will sound like a man on broken punctured bicycle telling Mercedes owner how he should fix dents in his mercedes. The joke will be on us. So lets not joke ourselves by giving solutions to problems of USA. USA has problems like Middle East , China etc. They have their own priorities, which arent in synch with us. As far as Indo-USA relation goes ----- if we remain weak, USA will devor us ; if we become strong , then USA wont devor us. And if we remain weak, and if USA doesnt devor us, then someone else such as China will. So problem our problem is our weakness, which is due to us only.

And the only reason for my post was --- to explain that some subsystem in US-admin are more oilgarchic and not democratic and so there are lot of aberrations in USA which democracy should not be having. But that doesnt mean that fault is due to democratic systems like RTR , Jury , referendum , multi-elections. It is due to other sub-systems which do NOT follow these principles.
