Second reason elections become useless without RTR --- clash between elected officials cant be resolved without recall or without creating an oligarchy which is taller than elected officials.

The elected officials even if elected by same constituency may clash. And if this clash isnt resolved , then it can disrupt administration's functioning. The question is --- who will resolve the clash?

If appointed judges or elected officials are allowed to resolve the clashes --- then that official will grow taller than both , and can interfere in their affairs to increase his scope and thus worsen the clashes.

If elitemen are asked to resolve the clash, then overtime the elitemen will remove both elected officials by appointed officials.

Jurors can resolve small disputes, not large disputes between two elected officials.

One solution I propose is RTR. If there is s dispute between two elected officials, then citizens should ask Jurors to resolve it and if Jurors seem insufficient, then using RTR , remove one one official which they think is wrong.

In absense of RTR, the clash between elected officials will paralyse the administration and will increase the legitimacy of oligarchy.

And once RTR comes in place, the clash between elected officials will reduce. Both officials will see who has higher chances of getting expelled if clash goes on. So the one whose chances of expulsion are higher, will back down, unless, he thinks that his expulsion is worth the price. The decision to risk expulsion can be principled stand or some other motive. In such case, if one takes principled stand against the trend, the risk on other will increase and so he may change stand. In any case , in 999 out of 1000 times, they will themselves resolve the clash. In 1 out of 1000 cases, citizens may have to use RTR to expel one of the two clashing elected officials.

So "resolving clashed between elected officials" is one powerful application of RTR.
