Why NaMo insists on OPAQUE e-auction and NOT on transparent physical live televised auctions for coal and other minerals? Because e-auctions can be EASILY rigged in a way no one will see by merely disqualifying bidders and bribing server administrator, while In physical live auctions, rigging by disqualification etc will become visible.
.
When physical live televised auctions are done, the rigging becomes visible to all. eg in a live physical televised auctions, one can rig the auction by pulling out a gun and stopping adversary from bidding. One can rig the physical live auction by bribing head and disqualify the some of the bidders. But all this will become visible to all.
.
But in e-auction, the bidders are NOT visible to nation at large. So when a bidder is disqualified by some technical clause, the nation at large will simply not know. And the server administrator can easily manipulate server to favor one side. eg in many e-auction, when a higher bid comes, the players have 10 minutes to file next bid. Here server administrator can play several tricks. He can ensure that some players dont get information of this highest bid. He can ensure that bid filed by a player doesnt cross the network . And there are several ways to rig e-auction.
.
e-auctions are needed when players are scattered across nation, and the amount is so small that bidders cant come in person, nor can they send an agent in person nor can one put video conferencing and live telecast. None of this conditions apply for coal mines. The mines are worth 1000s of crores each. The bidders can certainly send a trusted partner or executive officer of their company , and bidder can be also given video conference link.
.
eg lets say OPEN auction of Jindal's mine where he got mine for mere Rs 108 / tonne were held. Then it will become visible to all that over 50 players had applied and Minister disqualified some 48 bidders on various grounds !!! The Minister allowed ONLY two bidders to put bids --- Jindal and another was Mr. "A". And there was one more mine in Chhatisgadh where Minister came up with strange conditions and so all bidders got disqualified and "J" and "A" were only two bidders, Jindal bidded Rs 108 / tonne in first mine and "A" bidded Rs 300 / tonne in another mine. Jindal got first mine and "A" got second mine !!
.
Now if live physical televised auction were held, whole nation would have noticed the open fraud !!! But whole fraud got covered due to e-auction !!
.
At the at of e-auction, we do NOT know following
.
1. which bidders were disqualified
.
2. what were the bids of disqualified bidders
.
3. which bidders made how much bid
.
And a better option would be OPEN e-auction first , followed by physical auction at end., with condition that bids in physical auctions MUST be higher that highest of the bids of e-auction.
.
Also, the news that "Rs 400,000 crore have come" are all wrong. This amount will come only if bidders actually mine ALL the coal from the mines. There is NO must use clause and there is NO monthly minimum amount of coal they must dig out. So a miner will mine from the cheap mine he has and let expensive mines remain unused.
.
The net-activists in 2011-2014 ensured that Supreme Court judges and Ministers can mo longer use discretionary powers. And so an auction drama was MUST. OPEN e-pre-auction followed by live open telecast physical auction would have made rigging open to all. And so NaMo decided to conduct e-auction.
