A law-draft I propose is --- (a) if a person gives affidavit by personally appearing before collector, that he will not contest election for X years, then election commission will NOT allow him to become candidate for X years AND (b) if a person gives affidavit by personally appearing before collector, that he will join party named A , B or C, for X years then election commission will NOT allow him to become candidate from those parties for X years.

This law is necessary , because too many activists start with great great cause , claim that they will never contest elections , or create a perception that they dont want to contest elections, and then claim that "all parties are corrupt" !!! And then within a few years, they have massive change of heart , minds and souls. And then start contesting election and / or join same pro-corruption party that they started crusade against.

The example are of course ArKe and KB , but list is loooong. ArKe had said that he would never contest election -- and then had change of heart , mind and soul and formed pseudo-anti-corruption-party AAP. And KB never said in black and white that she would not contest election and also never said that "BJP is corrupt". But the mannerism in apr-2011 was so. After all, if joining BJP can reduce corruption, then where was the need to undertake massive non-corruption movement for Junkpal (I say Junkpal because the Janlokpal law-draft was just a royal piece of junk). Why didnt KB joined BJP in apr-2011 ?

Anyway, ArKe and KB are free citizens and as of today, they are within their rights when they contest elections or join any party or make new one. Their defaults do NOT make any legal crimes.

But such default put genuine political activists as a loss. eg since 1999, I have said that "to promote Right to Recall law-drafts, I will ceryainly contest as many elections as I can". And so many activists didnt join me, and instead joined "non political activists" because they believed that those who are in politics are power-corrupt and those who dont contest election are some saints !! All in all, many of them got royally fooled.

So it is time we print law-draft that gives CONTRACTUAL shape to such promises, so that people dont make such fake promises.
