The nation may ensure that every voter gets "counted" before all voters, but a nation cant ensure that every voter is "heard" by all voters.

Getting counted and getting heard are different.
.
Getting counted means opinion expressed in YES/NO or 0-100 format was collected from all who wished to give opinion, and then statistical counts was made available to all who wished to know.

Getting heard means opinion expressed in form of verbose speech or text was collected from all who wished to give opinion, and then the speech or text was delivered to all who wished to know.

Getting count may appear to be subset of getting heard. But it is NOT. There are cases where even if million people hear all million, but they will NOT come to know that majority likes proposal X unless they do a counting.

It is possible for billion people to collect counts and inform all billion people what the count was. But even in small group of 10000 people, these 10000 people cant hear 10000 people. WHY? Because say each person wishes to speak for 10 minutes to spell out his problems / solutions etc. Then each person will have to hear for 10000 * 10 = 1 lakh minutes = over 11 years !!! That too assuming all 24 hours a day, and all 365 days a year !! So if a ward of of 1 lakh voters decides that all voters will hear all voters 10 minute speech, then all their 100 years will go in hearing only !!

And even at the end of hearing, since 100 speeches cant be aggregated , the majority opinions will NOT get known.

A phony activist will always prefer that voters get heard, but not get counted !! Whereas a true activist will prefer counting over hearing.

But to get "counted" , it is necessary that citizens enforce a PROCEDURE on all citizens, including apex leaders, elitemen . The elitemen etc may be hostile to such procedure and will try to disperse them using paidmedia and andhbhakti. And so activists will have to work a way that elitemen cant disperse them.
