We need to make following govt records public using torrents and also using "blocks" , "blockchains" , "hashes" (see BitCoin for more on "blocks" , "blockchains" , "hashes" ).

Essentially, Govt records of property etc should be on one "Open BitCoin" where ids of each person is published !!!
.
1. names of all voters with address, age, voter-number, and pictures of all male voters (NOT female voters), and picture of one male relative of female voter
.
2. all land / flat ownership records
.
3. all share ownership records , all bank account ownership records
.
4. all month ending bank balances of all accounts
.
5. whether public disclosure of all bank transactions that happened in past N years, and going forward, is needed or not needs to be worked out
.
The reasons are many
.
A) so that citizens can verify the papers they have at home and govt records are in synch
.
B) if govt records are destroyed due to war or internal sabotage, then citizens have copies to recreate the record . As of now, Govt has only one copy of most records and in some cases, there are at most 2-3 duplications. So copy using torrents , blockchains
.
The possibility of large scale internal sabotage is real, if citizens and activists decide to take serious action against prevailing corruption and existing IAS , IPS etc decide to repel, then internal sabotage of land ownership record, citizens' record is a powerful tool in their hands. And putting all records on torrent / OpenBitCoin is solution.

One all records become public and are kept public, the cost of record keeping will decrease, So nation will needed to spend LESS on administrative staff and can spend more on engineering , weapon making. and medicine.
