A system I propose to reduce FALSE heartburn caused by reservation

First, what is FALSE heartburn?

Let me give an example
.

Say you have Rs 1000 and someone steals it. You feel loss. It is real heartburn
.
Say you didnt buy a plot in Delhi in year 2004 for Rs 10 lakhs. That plot now sells for Rs 1 crore. You feel loss of Rs 90 lakhs. This FALSE heartburn !!!

Now here is how it applies to caste based reservation.
.
Say there are 100 medical seats. Say 51 General, 27 OBC , 15 SC and 7 ST
.
Say marks are out of 1000
.
Say there are 10,000 applicants
.
Say score of 100th student in JOINT merit list is 800/1000
.
Say in JOINT merit list of first 100, there are 95 General, and 5 OBC, SC , ST
.
Say General closes at say 820/1000 and 51 General get selected
,
Say OBC closes at say 750/1000
.
Say SC closes at say 700/1000
.
Say ST closes at say 600/1000
.
Say there are 3000 General students over 600 / 1000
.
So all these 3000 students will think --- if there was no reservation, I would have got admission !!!

Now of these 3000, heartburn of 45 is real and heartburn of 2955 is FALSE.
.
Because even if there was NO reservation, ONLY 45 more General candidates would have got admission.

Now can FALSE heartburn be reduced
.
Each time admissions end. each student should get a copy of FULL sheet by email and a summary by letter.
,
And the letter should clearly mention whether he lost admission due to reservation OR due to lack of seats !!
.
So 45 students whose score was over ST closing marks of 600, would get explicit letter saying that they lost admission due to reservation.
.
And 2955 students whose score was over ST closing marks of 600, would get explicit letter saying that they lost admission , NOT due to reservation but simpky because of lack of seats. And that even if therwere were no reservation, they would NOT have got admission.

IOW, the FALSE heartburn will reduce

Much of the anti-reservation movement is based on WHITE LIE , FALSE HEART BURN and SUPRESSION OF FACTS . The real heartburn is less than 5% .
.
WHTE LIE --- OBC gets admission for 50% while general doesnt get admission even at 85% !!. Well OBC closing ranks are only 5% below General in most cases. And thats becaue there is Rs 6 lakh income limit and so wealthy OBC get disqualified. If Rs 6 lakh limit is removed, OBC closing will be only 2% below general. This WHITE LIE is used by abti-reservation-leaders for self promotion.

FALSE HEARTBURN ---- ST closing rank is often 20% below General. And so all generals above that ST closing rank feel false heartburn and their FALSE heartburn is exploted by anti-reservation leaders for self promotion.

SUPPRESSION OF FACTS --- The anti-resrevation leaders supress the information on seats taken away by self financed quota, magamenet quota and NRI-quota.

The REAL HEARTBURN is giving only 5% of total push.

And solution I propose to real heartburn are

(A.1) I have proposed a law-draft that will reduce reservation from 49% to 5% of may be less , at cost of Rs 1000 per YEAR per Dalit / ST / OBC i.e. about Rs 84000 crores per year, which will increase existing taxes by about 5% .
