Many times you will see govt advt like --- "100 job vacancies , 54 OBC , 28 SC, 14 ST , 0 General". Thats because in previous round of filling 200 - 300 vacancies , almost all OBC, SC ST candidates were declared failed in interview !! WHY? Pls read on (13-Sep-2015) No.14

Most apex-officers are upper caste, and this is NOT a fault of anyone. I repeat --- this is NOT a fault of anyone. Thats because in till 1970s, there was little education in SC , ST , OBC and so not many made into Govt services. So today, at apex level there is much higher % of upper caste officers.

The problem is that --- when they have to recruit juniors, all OBC, ST , SC get poor score in interviews. Even when they have obtained very good scores in written, they get poor scores in interview.

So say there are 300 job vacancies. Then some 150 will be for General and some 150 for SC / ST / OBC. The general seats will all get filled in 1-3 rounds. But at least 100 of 150 SC / ST / OBC job vacancies will remain unfilled even after 5-10 rounds.

Before 1980s, the rule was that unfilled SC / ST / OBC vacancies were getting filled by General candidates.

And using interview as a tool, the apex officers ensured than almost all SC , ST , OBC fail in interview and so seats go to General.
.
So ST / Sc / OBC compiled all the data, and threatened the then PM Rajiv Gandhi to fix the problem. The Congress-apex was aware that if this problem isnt fixed, then chances of conversion will drastically increase. So Rajiv Gandhi was forced to issue a Gazette Notification that "reserved vacant seats should remain unfilled" in around 1989. Every PM knows that if GN is removed and replaced by older GN that "unfiilled reserved vcancies can be filled by genera".

Now sine vacancies were kept unfilled, the apex officers started rightly and wrongly complaining that there is staff crunch. So Ministers issued a new GN in some 1993 -- "unfilled reserved vacancies can be filled by General candidates on adhoc TEMPERORY basis and next year, they must hold exams / interviews to fill vacancies'" !!

Since then, the trend has been
.
1. Say there are 300 seats --- say 150 General, 83 OBC, 45 SC , 21 ST.
.
2 All general will get filled. But SC , ST OBC will get so poor scores in interviews, that over 100 SC / ST / OBC seats will remained unfilled !!
.
3. So next month , unfilled seats will be given to temperory workers on adhoc basis
.
4. Next year , exam / notification will be held to fill these 100 reserved seats. And so this notification will say "100 vacancies, 50 OBC, 30 SC, , 20 ST , 0 General" etc etc
.
The sitiation is so bad that M Com student with 5-10 years of experience in PRIVATE companies, are faile din interviews for positions of computer operator, clerks etc !!!

IOW, Notices like "100 vacancies, 50 OBC, 30 SC, , 20 ST , 0 General" etc etc doesnt mean that 100% seats are reserved. It only means in that in past rounds of job allocations, most SC / ST / OBC got failed !!!

China solved this 100s of years back mess by
.
1. Almost abolishing interviews !! In China , if there are 1000 seats, then only 1000 are selected from written exams. And the interview will only decide who will get better / worse positions. Interviews dont have say on selection per se
.
2. Improving Universal education ---- the education even at lowest level is good enough everyone gets a LESS unlevel field.

3. All entrance exams are in Chinese , and Chinese is taught to all. In India,

SoMoKe, Ministers / IAS etc oppose teaching English at school levels, and then same Ministers / IAS insist that IIM exasm must be taken in English ONLY !!! In fact, even JEE was taken in English ONLY till 1988. I dont know if SBI entrance exam is taken in all languages or English only..

The solution I propose is that
.
1. Teaching English should start from class-I. And quality can be assued by Right to Recall over District Education Officer, Saatya System
.
2. All State Entrance Exam should be in language decided by CM. And citizens , using RTR-CM force him to take exams in English and State Language or only State Language
.
3. All National Institutes should have Exams in all 5-10 languages OR the national institutes should have STATE-WISE quota (a system China adopted since long) and States will take open competitive exams using (2). eg CAT paper can be translated in 5-12 languages. The answers to exams are (a) - (e) and so language independent.

Anyway, my point was---
.
1. Notices like "100 vacancies, 50 OBC, 30 SC, , 20 ST , 0 General" etc etc doesnt mean that 100% seats are reserved. It only means in that in past rounds of job allocations, most SC / ST / OBC got failed !!!

2 Problem can be reduced by abolishing interviews in initial selection
