Solution to parking problem I propose is as follows
.
1. Every slot along every municipal road must be marked . And should be explicitly marked as parking or no-parking. And all parking must be paid. And rate should be so that it is wrt to "market rate" for that slot. The rate should be so that exactly 1% slots should be vacant -- no more, and no less.

2. The rate can and should vary with time/dayand holiday. With digital parking meterm it is possible
.
3. The booking of parking slots should be made online !! IOW, person can see all available parking lot on his mobile / PC. He can book a parking slot by paying via credit card etc, This will require a small screen at parking slot which can tell the person if the slot is vacant or available. The screen will also show the car number which is parked there or will come there.

4. The money obtained by Parking, minus costs, should be divided amongst citizens of the India. Because parking space is property of citizens. The tax collected from citizens should be used to make new roads and new parking spaces.
