How removing income limit for OBC-quota, with condition that OBC candidate must apply first in OBC quota , and can apply in General quota ONLY if OBC is full --- will INCREASE seats available for GENERAL candidates !!!

Let me explain why income limit on OBC is hurting General candidates.
.
Say there are 125 seats. Some 25 will be for NRI / Managament.. We take them out. So we have now 100 seats.
.
Say 7 for SC, 15 for ST, 27 for OBC-NCL and 51 General
.
(OBC are divided into two groups --- CL =- creamy layer = those who parents' income is equal to above Rs 600,000 per year, and NCL =- Non Creamy layer = those who parents' income is below Rs 600,000 per year. Reservation is ONLY for OBC-NCL)
.
Let me explain why income limit on OBC is hurting General candidates.
.

Now say 46th General candidate's score is 800/1000
.
Say there are 5 OBC-CL with score above 800/100
.
Then as per existing law, OBC-CL cannot even apply in OBC-NCL quota of 27 seats.
.
So all 5 will have to apply in general quota , and will get into general quota as their score is above 46th person in General list !!
.
So total number of OBCs who get selected = 27 into OBC-NCL quota + 5 OBC-CL in General quota = 32
.
And numebr of General who will get selected = 51 - 5 = 46 !!
.
Now say we print rule that
,.
1. OBC-CL can apply in OBC quota
.
2. OBC candidate can apply in General ONLY after his quota is full
,
Then all 5 OBC-CL will get absorbed in OBC quota;
.
So number of general will increase to 51 !!

IOW, putting income ceiling on OBC quota may hurt some OBC-CL candidate, but overall,. it causes more damage to GENERAL candidates. And it lowers the average score of seat holders
.

Which is why, I have proposed removal of income limit since year 2008 !!
.
But sadly, most activists refused to publicize law-draft or even look into its meri-demerits. Only handful of activist, aka us recallists, paid attention.
.
Most activists said that India will do good ONLY by shouting slogans like HHN-GGN, "panch saal , mai ka laal" and "italian ka haath, hindusani ke saath" are SUFFICIENT to improve India. And so all these law-draft related proposals remained un-activated !!
.
And so now we have all out mess on reservation. Some 8-10 people have died. Some 40-50 got injured, Property worth Rs 200 or more got gutted and some 6 crore of population lost 5 days of worktime, And much more crisis will come.
.
So I request activists not to waste tim in HHN-GGN and "panch sal , mai ka laal" type chest beating. You have proved that your vocal sacs are stronger than my biceps. Congratulations !! But now pls work to publicize law-drafts to improve India.
